Update, INFORMATION, Important. 09-16-08.
Why it is recommendable to apply for a MEXICAN VISA while you attend any US Consulate in Mexico.
1. In case something goes wrong and you have to wait in Mexico for more time.
2. In case you are denied or rejected and they have cancelled your US visa, and you can not re-enter US.
3. In case you have to leave back home from the country of Mexico.
To apply for a Mexican Visa, you need to appear in person at a Local Mexican Consulate in US. (9:00 - 11:00 am).
Normally, they will give you visa on the 2nd day. You need to print and fill up an application and take it to them along with appropriate documents. You'll find this info on: http://www.sre.gob.mx/elpaso
Then click on VISAS from left side panel. Then click Visit US Consulate. Then click HERE from #1, where it says Print the Visa Application.
Because of a new rule from the Mexican Authorities, now you only need to pay $36 dlls, as a Tourist Visa. You do not need to get an FM3, business visa. Unless you are traveling inside Mexico for business.
If your Local Mexican Consulate is not familiar with this new rule, please ask them to call the Mexican Consulate in El Paso, TX for verification at (915) 533-3644 or (915) 533-3645 ext. 242.

UPDATE:(09-08) The US Consulate is normally operating.
** At this time, it is normally taking " 2 DAYS " to get visa; you go on the day of appointment, then you are done on the next day, here in Ciudad Juarez US Consulate.**

The city of El Paso is located at the southwest point of the State of Texas.
There are 3 ways , how to make an appointment with the U.S. Consulate in Cd. Juarez, Mexico.

1. Call 1-900-476-1212. About $ 1.25 U.S. Dlls. per minute charged to your phone bill.
2. Call 1-800-919-1754. About $ 7.00 U.S. Dlls. per call payable by Visa or Mastercard.

** 01/08 It is now MANDATORY that you fill up forms on internet, type them, then print them, whichever is necessary for you.** (Forms need to be typed only.)

THIS is SOMETHING NEW called PIMS, (personal information management system). For Ciudad Juarez, it is not really necessary but to be on the safe side (according to previous applicants) you can e-mail your information to the US Consulate in Ciudad Juarez, Mexico at: (cdjnivs@state.gov)
You can write down something like this:
Dear Consulate Officer,
I am (your name), working as a (occupation) on H1-B with (company name). I scheduled an appointment at Ciudad Juarez, Mexico Consulate for getting my H1-B visa stamped on (appointment date) and my confirmation # is (#).
I would like to know if my PIMS check is already cleared for my I-29 petition.
My H1-B approval receipt # is XXX.. and my birthdate is XXX.. My phone # is XX... and my e-mail ID is XX...
Hope to hear from you soon.
(Normally they reply back in a couple of days.)In some cases they do not reply you back, but still you can attend your appointment without any problem.
